Homeland Security Compliance

On October 4th 2006, President George Bush signed the Department of Homeland Security (DHS) Appropriations Act of 2007.

The DHS Appropriations Act Provides DHS to regulate the Security of High Risk Chemical Facilities (Public law 109-295, Section 550).

The Chemical Facility Anti Terrorism Standard (6 CFR Part 27) Interim Final Rule was published April 9th, 2007 to implement the Act and became Law on June 8th, 2007.

The Chemical Facility Anti Terrorism Standard (6 CFR Part 27) Final Rule was published in the Federal Register and became Law on November 20, 2007.

If you have or had any chemicals on-site stored above the DHS STQ over the past 12 months, these are the steps you must take within 60 days of the Final Rule publishing in the Federal Register (by January 19, 2008). Note: Facilities failing to comply are subject to severe monetary penalties and/or a cessation order.

Steps You Must Take By January 19, 2008:
1.	Register your company with DHS online using following website: https//csat-registration.dhs.gov Note: you will receive a username and password.
2.	Download the registration manual using the following website: www.dhs.gov/xlibrary/assets/chemsec_csatuserregismanual.pdf
3.	Take the CVI Training Course using the following website: http://www.dhs.gov/xprevprot/programs/gc_1181835547413.shtm (note: your preparer, submitter, authorizer, and optional reviewer will be required to take this training course).
4.	Download the CVI Procedure Manual using the following website: http://www.dhs.gov/xlibrary/assets/chemsec_cvi_proceduresmanual.pdf
5.	Download the Top Screen Users Manual (Top Screen User's Manual - 1.34Mb .pdf file).
6.	Complete the Top Screen Report on the CSAT website using your username and password (item 1 above).
7.	Wait for DHS to contact you and inform you what Tier you have been ranked (Tier 1 through 5).
8.	If required, conduct a Security Vulnerability Analysis (SVA) within 90 days.
9.	If required, create and submit a Site Security Plan (SSP) or Alternate Security Plan (ASP) within 120 days.
